Release Procedure

These are the steps to follow for making a new release of Demeter:

1) Stop all development.

2) Check in all relevant files from the various development areas.

3) Check out all files into Master so that it contains the latest revisions.

4) Recompile Master

5) Do regression tests.

6) Do installation tests.

7) Do newbranch on all files (including man, include, etc.)
